Introduction

Strange lights reported over the Ligurian Sea are usually difficult to classify for a simple reason: after dark, the sea removes many of the visual clues people normally use to judge distance, height, size and speed. A bright point may be a ship several kilometres offshore, an aircraft approaching Genoa, a planet close to the horizon or a nearer light whose apparent movement is created by the observer’s own eyes. Haze, low cloud and atmospheric refraction can distort it further.

This does not mean every coastal report is worthless or automatically explained. It means that the setting itself produces uncertainty. Within Liguria’s UFO history, coastal lights are therefore best understood as a recurring type of observation rather than as one landmark incident. Most become interesting only when they include precise times, directions, photographs with fixed landmarks, independent witnesses or records that can be compared with maritime traffic, flights and weather conditions.

The problem of a featureless sea horizon

A person looking inland at night can compare a light with roads, buildings, hills and street lamps. Looking out from Genoa, Savona, Imperia or the eastern Riviera, the same person may see little more than a dark horizontal band. Without reference points, the brain has no dependable way to decide whether a light is small and close, large and distant, just above the water or high in the sky.

Aviation safety research provides a useful comparison. The US Federal Aviation Administration warns pilots that night operations over water or unlit terrain can create a “black-hole” environment in which the true horizon and surrounding detail disappear. Even trained observers can then misjudge position and movement. The same perceptual weakness affects witnesses standing safely on shore. Several common impressions become unreliable:

  • Apparent hovering: A vessel moving towards or away from the observer may show almost no sideways motion.
  • Sudden acceleration: A light entering cloud, turning, being obscured by a headland or switching its visible lamps can seem to shoot away or vanish.
  • Changing size: Haze and automatic camera exposure can make a point source swell, pulse or form a glowing disc.
  • Erratic movement: When someone stares at an isolated light against darkness, tiny involuntary eye movements can make the light appear to wander. These effects matter because many UFO descriptions rely on inferred behaviour rather than directly measured motion. “It hovered over the sea, then accelerated upwards” may accurately describe what the witness perceived, but it does not establish what the light physically did.

Liguria’s geography intensifies the problem. Much of the coastline curves around bays and is backed immediately by steep ground. A light seen from a promenade may lie offshore, beyond a headland, above a hillside on the opposite side of a gulf or along an aircraft route. The observer may not know which layer of the landscape contains it. A photograph showing only black sky and a bright blob preserves almost none of the information needed to resolve that ambiguity.

Ships, aircraft and artificial lighting

The Ligurian coast faces busy commercial and passenger waters. Genoa, Savona, Vado Ligure and La Spezia are major port areas, while Italian transport planning documents describe substantial continuing investment in the western and eastern Ligurian port systems. Ships do not appear as neatly outlined vessels at long range. At night, observers may see only navigation lamps, deck lighting, illuminated cranes, work lights or a glow reflected from haze. Different lamps can become visible or disappear as a vessel changes heading. Several separated lights may look like one structured object; one especially bright source may seem suspended above an invisible hull.

Distance is particularly deceptive near the horizon. The Earth’s curvature hides the lower part of a distant ship before its upper lights disappear. Atmospheric conditions can also lift, stretch or duplicate the apparent image. Refraction is strongest at very low viewing angles, and thermal layers over the sea can make vessels or their lights appear higher than their true position. Liguria has conditions capable of producing sharp temperature and humidity contrasts near the water. The regional environmental agency, ARPAL, describes coastal mist that forms when warm, moist air passes over a colder sea, especially in spring. Such mist can reduce visibility and soften or enlarge distant lights. ARPAL also identifies temperature inversions as a recognised regional weather phenomenon. Aircraft provide another frequent source of misleading coastal lights. Genoa’s Cristoforo Colombo Airport is built beside the sea, and ENAV introduced satellite-based approach procedures designed to guide aircraft along precise paths into the airport. Depending on runway use, weather and the witness’s position, landing lights can appear nearly stationary while an aircraft flies towards the coast. A frontal aircraft may show an intense white light for several minutes before turning and suddenly revealing coloured navigation lights or apparently disappearing.[Enav]enav.itOpen source on enav.it.

This is a classic source of “hovering light” reports worldwide. Forward-facing landing lamps are extremely bright, while the aircraft’s fuselage may remain invisible. If the plane then banks, the main light can fade almost instantly. A second aircraft on a similar route may appear in roughly the same place shortly afterwards, creating the impression that an object has returned.

The coastline itself adds further clutter. Harbour floodlights, warning lamps on cranes, lighthouses, illuminated ferries and lights from settlements across a bay can all be reflected or scattered by moisture. Research into artificial light over Mediterranean coastal waters shows that urban skyglow can remain measurable well offshore and that its brightness changes with atmospheric clarity and distance from land. Astronomical objects are also commonly misjudged when they sit low above the marine horizon. Venus, Jupiter and bright stars may appear to flash or change colour because their light passes through a long, turbulent path in the atmosphere. The effect is stronger near the horizon than overhead. Clouds moving across an otherwise fixed planet can create the impression that the object itself is moving.

More recently, satellite formations have added a recognisable new pattern. Newly launched Starlink spacecraft may appear as a line or “train” of lights crossing the sky. Reports from several countries show that such displays repeatedly prompt UFO speculation before orbital information identifies them. Ligurian reports are plentiful but uneven

Local reporting shows that luminous spheres and clusters of lights remain a recurring part of UFO discussion in Liguria, particularly around Savona and the western coast. In February 2024, for example, the local outlet IVG reported claims of bright spherical objects seen between Savona and Loano. Such reports document what residents and local investigators were discussing, but they are not equivalent to technical case files. Newspaper articles often lack the observer’s exact coordinates, compass bearing, angular elevation, original uncompressed footage and complete duration. Statements such as “the object was over the sea” may be based on visual impression rather than triangulation. Without those details, later investigators cannot reliably compare the sighting with a ship, flight or astronomical body.

Video evidence is especially easy to overrate. Smartphone cameras enlarge bright points poorly. Digital zoom creates blocky shapes, autofocus repeatedly sharpens and blurs the image, and exposure controls produce rings, rays and apparent pulsation. Hand movement can make a stationary light cross the frame at high speed. Unless the recording includes a stable horizon, a building or another known reference, it may reveal little beyond the fact that a light was present.

Repeated reports from one stretch of coast can still be useful, but repetition alone does not demonstrate an extraordinary cause. The same viewpoint may repeatedly face a shipping route, aircraft approach, planet-setting direction or atmospheric zone. A genuine regional pattern becomes evidentially stronger only when investigators show that known recurring sources were excluded rather than merely noting that similar-looking lights were reported before.

This distinction separates Liguria’s coastal-light tradition from the region’s better-known Zanfretta narrative. Coastal reports usually concern distant visual stimuli with little associated physical evidence. They may be sincere and genuinely unexplained at the time, but they rarely contain the close-range testimony, ground claims or extended personal narrative that made the Torriglia case famous. Their chief value lies in showing how often ordinary coastal conditions generate unresolved observations.

What makes a coastal report testable

A report over the Ligurian Sea can be investigated effectively when it preserves enough information to reconstruct the geometry of the sighting. The most important evidence is not a dramatic adjective such as “huge” or “impossibly fast”, but a precise record of where the witness stood, where they looked and what changed over time.

A strong report should contain:

  1. Exact date and time. Even an error of several minutes can complicate comparisons with aircraft, vessels and satellites.
  2. Observer position. The promenade, building, beach or hillside viewpoint should be identifiable.
  3. Compass direction and elevation. A direction such as south-west is more useful than “out to sea”. Height can be estimated using a hand or nearby landmark.
  4. Full duration. A continuous ten-minute observation is different from three brief glimpses over half an hour.
  5. Movement relative to fixed objects. Did the light cross a headland, pass beneath a star or remain aligned with a harbour structure?
  6. Original photographs or video. Investigators need the uncropped file and metadata, not a compressed social-media copy.
  7. Independent witnesses. Separate accounts are most valuable when witnesses record what they saw before discussing it together.
  8. Weather and visibility. Cloud base, haze, wind and sea mist can materially change an interpretation.

The next step is comparison with ordinary traffic. Aircraft records can establish whether a plane was approaching or departing Genoa or crossing the coastal airspace. Vessel tracking can identify many commercial ships, ferries and larger craft, although not every small boat transmits publicly visible tracking data and some records may be delayed or incomplete. Satellite and astronomical calculations can test objects moving on predictable paths.

Weather evidence is equally important. A light seen through coastal mist, a low cloud layer or an inversion should be treated differently from one recorded in exceptionally clear air. Atmospheric distortion does not explain every unusual movement, but it weakens confident estimates of size, distance and shape.

Triangulation offers a major improvement. When two witnesses at known, separated locations record the same light against the horizon, their sightlines may reveal whether it was nearby, far offshore or high in the atmosphere. Without that separation, a solitary observer cannot reliably distinguish a small object at one kilometre from a large object tens of kilometres away.

A report becomes stronger when these checks fail despite good data. It becomes weaker when information that should exist is missing, when the witness’s estimated direction changes during retelling, or when a proposed extraordinary object closely matches an aircraft, ship or planet. “Unidentified” should therefore describe the remaining state of the evidence, not a special class of craft.

The most defensible reading of the coastal pattern

The available record does not support the claim that the Ligurian Sea is a demonstrated corridor for exotic vehicles. It does support a more modest and useful conclusion: Liguria offers unusually frequent opportunities to observe isolated lights in an environment where visual judgement is poor and ordinary traffic is abundant.

That combination explains why coastal UFO accounts can remain unresolved without being especially mysterious. A report may be too incomplete to identify positively while still being consistent with a ship, aircraft, astronomical object or optical effect. Lack of identification is sometimes the consequence of missing evidence rather than evidence of an unknown technology.

The cases worth preserving are those with unusually good documentation: several independent viewpoints, stable imagery, accurate timing and meaningful checks against known activity. Reports based only on a bright dot, estimated impossible speed or an object that “seemed enormous” should remain in the weakly sourced category, however sincere the witness.

For Liguria’s wider UFO history, coastal lights provide an important counterweight to dramatic encounter stories. They show how the region’s landscape, ports, airport, humid marine air and illuminated shoreline can repeatedly produce compelling experiences without producing equally compelling proof. The most honest judgement is therefore case by case: many observations are plausibly conventional, some are too poorly recorded to settle, and a smaller remainder may stay genuinely unresolved without justifying claims beyond the evidence.
