Introduction

In Sicily, an official UFO report does not go directly to a specialist “alien investigation” office. A witness completes the Italian Air Force’s detailed unidentified-object form and delivers it to a local Carabinieri station. The report is then forwarded to the Air Staff’s General Security Department, which can compare the account with air-traffic, air-defence, meteorological and other technical information. This distinction matters when reading Sicily’s official case lists. An entry classified as an unidentified flying object means that investigators could not confidently match the report to a known aircraft, human activity or natural phenomenon using the information available. It does not mean that the Air Force confirmed an extraordinary craft. In many cases, “unidentified” may describe the limits of the report as much as the strangeness of the event.

The formal route from witness to authority

Italy’s present system grew out of the major national sighting wave of 1978. Following that surge, Prime Minister Giulio Andreotti designated the Italian Air Force as the institution responsible for collecting, checking and monitoring reports of unidentified flying objects. For a civilian witness in Sicily, the official route is straightforward:

  1. The witness records the event on the Air Force reporting form.
  2. Photographs, video or other supporting material may be attached.
  3. The completed and signed report is delivered to the nearest Carabinieri station.
  4. The Carabinieri can add locally relevant information before forwarding the file.
  5. The General Security Department coordinates technical checks.
  6. A summary may later appear in the Air Force’s public annual archive. Aeronautica Militare

The Carabinieri’s role is therefore important but limited. The station provides an official point of receipt, establishes who is making the statement and can add information from its area. The central technical assessment belongs to the Air Force. According to the former head of the responsible department, relevant bodies dealing with air traffic, air defence and meteorology may be asked to examine radar traces and possible correlations with the reported time and place. For Sicily, that arrangement has practical value. Reports can arise near busy civil airports, military aviation facilities, shipping routes and wide coastal horizons where aircraft, satellites, astronomical objects and atmospheric effects are commonly visible. The reporting chain creates a way to compare a witness’s impression with records that an individual observer cannot normally access.

It is not, however, an emergency interception service. Someone reporting an immediate aviation danger should use the appropriate emergency channel rather than assume that submitting a five-page form will produce a real-time response. The form is designed mainly for reconstruction and later assessment.

What the official form asks observers to record

The Air Force questionnaire is unusually detailed because a description such as “a bright object moved strangely” has little investigative value by itself. The form tries to turn a fleeting visual experience into a report that can be tested against known activity.

It begins with basic facts: the date, local time, duration, weather and the observer’s precise position. Witnesses are asked whether they were standing still or travelling and, if they were aboard an aircraft, to give its type, altitude, route and speed. They must also state whether the object was viewed through a window, spectacles, binoculars or another instrument. Aeronautica Militare

Those questions help investigators identify viewing conditions that can distort an observation. Reflections in glass, movement from a car, restricted fields of view and optical magnification can all change apparent brightness, direction or speed.

The next part attempts to reconstruct the object’s path. The witness is asked for its initial and final positions, its angular height above the horizon, estimated altitude and distance, direction of travel, speed and any apparent rotation. The form includes a simple diagram using an outstretched hand as an aid to estimating height in the sky. It also asks the observer to sketch the landscape and draw the object’s route across it. This is one of the form’s most useful features. A fixed landmark such as a ridge, church tower, coastline or building can sometimes make it possible to reconstruct a line of sight. A claim that something was “low” or “above the town” is far less useful without an identifiable horizon and a direction.

Further questions cover:

  • sound and whether it changed;
  • brightness and any repeated flashing;
  • shape, colour and sharpness of outline;
  • flames, vapour, smoke or a surrounding glow;
  • apparent size and whether it varied;
  • photographs or film and the equipment used;

The instructions tell witnesses to report only details they remember with certainty rather than filling gaps by guesswork. That is a significant safeguard. Memory can become more definite after discussion, media exposure or repeated retelling, even when the added details were not part of the original observation. Aeronautica Militare

Some elements of the form also show its age. Its photographic questions refer to focal length, aperture, exposure and film type, reflecting an era of conventional cameras. Modern smartphone evidence raises additional issues, including image compression, digital zoom, stabilisation, automated exposure, missing original files and stripped metadata. Even so, the underlying principle remains sound: investigators need the original recording and information about how it was made, not only a copied image circulated online.

How the Air Force tests a report

The Air Force describes its inquiry as an attempt to find a correlation with human activity or natural phenomena. Depending on the event, that may involve checking known aviation, radar, weather or other official information and consulting relevant technical authorities. Aeronautica Militare

The process is better understood as correlation than as a criminal-style investigation. The department’s former head explained that its work concentrates on objectively verifiable technical data; it does not normally conduct field interviews or develop speculative theories about the origin of the phenomenon. That creates both strength and limitation.

Its strength is access to institutional information. An Air Force assessment may be able to establish whether military or civil flying activity, weather conditions or radar observations corresponded with the reported event. A local UFO group or newspaper usually cannot perform those checks with the same authority.

Its limitation is that technical records cannot recover information that the witness never supplied. Radar may not detect a small, distant or low-reflectivity object. A sighting time remembered only approximately can make matching difficult. Private drones, balloons, lanterns, satellites or aircraft seen at a misleading angle may leave no easily identifiable record in the file. A negative radar check therefore does not prove that a structured object was present; it may simply mean that no useful correlation was found.

The published summaries are also much thinner than full investigative case files. They commonly list the place, date, time, reported shape, colour, movement, weather and source, followed by a brief statement about whether known activity was identified. They are useful as an official index, but they rarely provide enough detail for an independent reader to repeat the entire analysis.

A Sicilian example: Caltanissetta in 2021

A modern Sicilian entry illustrates both the value and the limits of the system. On 6 May 2021, a citizen in Caltanissetta reported a spherical object producing white light and travelling south. The event was included among the Air Force’s recorded unidentified-object reports and attracted national press attention alongside another report made in Florence on the same date. La Stampa

The entry establishes several useful facts: a report was made through an official channel, the location and date were recorded, and the Air Force did not identify a sufficient technical or natural explanation before listing it as unidentified. That makes it stronger as an archival fact than an unsupported social-media post.

It remains weak evidence for an extraordinary vehicle. The public summary does not, by itself, demonstrate radar confirmation, physical effects, calibrated imagery, close-range observation or multiple independent viewing positions. “Spherical” may describe a point-like light rather than the physical shape of an object, particularly at night when distance and size are unknown. “Moving south” is likewise an apparent direction from the witness’s position, not necessarily a reconstructed flight path.

The case therefore belongs in Sicily’s official UFO history, but at a modest evidential level: officially received, technically reviewed and unresolved in the published record, yet not supported publicly by the kind of independent data needed to establish unusual performance.

Why incomplete sightings often remain unresolved

The Air Force’s archives contain many cases classed as unidentified because no certain match was found. In a 2015 interview, the head of the General Security Department said that only a small number of reports had been conclusively correlated with known flying activity or meteorological phenomena, while the great majority remained unidentified. That result can sound more mysterious than it is. Failure to identify an event is not the same as eliminating ordinary explanations.

A brief light seen over a Sicilian coastal town might be an aircraft approaching head-on, a satellite brightening temporarily, a lantern, a drone, a meteor, a planet seen through haze or a distant light distorted by atmospheric conditions. To choose reliably between those possibilities, an investigator needs accurate time, direction, angular movement, duration and viewing conditions. If several of those elements are missing or estimated poorly, no single explanation may reach the required level of certainty.

The Air Force’s own statistical material shows why basic descriptions should be treated cautiously. An analysis by Italy’s National Institute for Astrophysics of 69 official reports from 2010 to 2014 found that the most commonly reported object was orange, spherical and seen between 9 pm and midnight. Half the reports fell within that late-evening period, and roughly three quarters involved two or more witnesses. These patterns describe what people reported, not a verified class of aircraft. Multiple witnesses can strengthen the fact that something visible was present, but they are not automatically independent if everyone watched from the same place and interpreted the same light together. Similarly, repeated reports of orange spheres may indicate a recurring physical source, but they can also arise because distant lights have few visible features and are naturally described as round.

Why “unidentified” does not mean extraterrestrial

The Italian Air Force’s definition is procedural. After technical checks, an event is listed as an unidentified flying object when no technical or natural justification can be established from the evidence available. The Air Force explicitly frames the activity around flight and national safety, and its former departmental head stated that deciding whether extraterrestrial intelligence exists is outside the institution’s remit. Three categories should therefore be kept separate when assessing a Sicilian report:

Explained: Investigators find a convincing correlation with known aviation, meteorology, astronomy or another ordinary source.

Unresolved: The available information does not permit a secure identification. This may result from genuinely unusual observations, inadequate data or both.

Extraordinary: The event is supported by evidence showing behaviour that known aircraft, natural phenomena and observational errors cannot reasonably explain.

An official unresolved classification reaches only the second category. It confirms that a report survived the particular checks recorded by the Air Force, not that every conventional explanation was tested and rejected.

For Sicily’s wider UFO record, the official route is most valuable as a filtering and preservation mechanism. It provides dates, locations, witness accountability and a connection to aviation and meteorological checks. It is less effective as a final scientific verdict because the public summaries are brief and many cases begin with incomplete visual testimony.

The form itself supplies the central lesson: the quality of a UFO case depends less on how strange it sounded than on what was recorded at the time. Precise timing, a measured direction, an identifiable horizon, independent witnesses and original imagery can turn an anecdote into an investigable event. Without them, an official file may remain unidentified indefinitely without becoming evidence of anything beyond an observation that could not be reconstructed.
