Introduction
The clearest official record of Abruzzo’s 1978 UFO alarm is not a photograph, radar plot or scientific report. It is a parliamentary exchange. On 20 November 1978, socialist deputy Falco Accame asked the government about unexplained phenomena causing alarm in Abruzzo and the Marche, including an alleged observation by a naval patrol. These documents matter because they establish that the coastal scare produced a real military response. They do not establish that the Navy encountered an extraordinary craft, nor do they explain the original reports. The official record is therefore strongest as evidence of government concern and organised surveillance, but weak as evidence for the more dramatic claims later attached to Abruzzo’s UFO wave.
Falco Accame’s parliamentary question
Accame’s question, numbered 4-06344, was recorded during the Chamber of Deputies sitting of 20 November 1978. Addressed to the government led by Prime Minister Giulio Andreotti, it asked whether ministers knew about the alarm among people in Abruzzo and the Marche following phenomena described by the press as scientifically unexplained. The wording is important. Accame did not claim that extraterrestrial vehicles had been seen. He referred to unexplained phenomena, press reports, public anxiety and a reported military observation. His request was framed as a question of investigation and public reassurance rather than an assertion about what the objects were.
That distinction is sometimes lost in later accounts. A parliamentary question records what a deputy asked the government to examine; it does not automatically authenticate every statement contained in its preamble. Accame nevertheless had good reason to raise the matter politically. By November 1978, reports from the central Adriatic coast had generated enough anxiety among fishing communities to attract repeated press attention. His intervention converted a loosely documented regional story into a matter requiring a formal government answer.
The Defence Ministry’s formal reply
Defence Minister Attilio Ruffini replied on 29 January 1979. According to the surviving published transcription, the ministry had been informed from the beginning of serious concern among fishermen in the coastal area between San Benedetto del Tronto and Pedaso. The numerical detail is the most valuable part of the reply. The Navy reportedly carried out:
- 20 missions;
- 230 hours of navigation;
- an initial deployment involving minesweepers and patrol boats;
- continued surveillance until operations ended on 21 November 1978.
The ministry stated that nothing unusual had been detected during these operations. This was not a casual denial issued without field activity. Twenty missions and 230 hours at sea represent a significant response to reports that might otherwise have been dismissed as rumour. The figures support the conclusion that officials treated the coastal alarm seriously enough to commit vessels and crews.
At the same time, the reply is notably narrow. Its named operational area lies principally along the Marche coast, north of Abruzzo. This does not make the exchange irrelevant to Abruzzo: Accame explicitly described alarm across both regions, and the wider reporting wave crossed the regional boundary. It does mean, however, that the documented Navy search should not automatically be described as a patrol of every reported Abruzzo location.
What the naval reference actually proves
The phrase about a naval patrol is often treated as the decisive element in the story. Read carefully, it proves less than many popular retellings suggest.
Accame’s question indicates that a report of a military sighting was circulating and was considered credible enough to mention in Parliament. The Defence Ministry’s answer confirms that naval units were deployed because of the alarm. It does not clearly confirm that a crew made a verified close observation of an unidentified craft.
The reply contains no account from the patrol allegedly involved. It supplies no bearing, altitude, distance, duration, colour, movement or radar correlation. The most defensible reading is therefore limited: Parliament was told that a naval observation had been reported, and the government acknowledged a substantial Navy investigation, but the surviving exchange does not preserve the evidential chain needed to assess the original observation.
That gap matters because later narratives often combine separate ingredients—the fishermen’s testimony, the alleged patrol sighting, unusual sea effects and the subsequent naval missions—into a single continuous encounter. The parliamentary documents do not demonstrate that these reports occurred together or involved the same stimulus.
The records confirm action, not an object
For Abruzzo’s UFO history, the documents establish three points with unusual clarity.
Public alarm was real enough to reach Parliament. The concern was not reconstructed solely by later UFO writers. The military response was substantial. The Defence Ministry gave specific operational figures rather than merely saying that routine checks had been made. The use of minesweepers, patrol craft and repeated surveillance indicates that officials wanted to determine whether there was a practical maritime or security issue.
The patrols produced a negative result. Whatever fishermen, residents or journalists believed they had seen, the Navy reported that its own operations detected nothing unusual. The documents do not confirm an unknown vehicle, an object entering the sea, electromagnetic interference, disturbed water or extraterrestrial activity. They also do not provide enough information to identify a conventional explanation for every original report. The official position was neither confirmation nor detailed debunking: it was that surveillance had been conducted and had found nothing abnormal.
A negative patrol result does not logically prove that every witness was mistaken. Intermittent lights or short-lived events could disappear before vessels arrived. Yet it substantially weakens claims of a persistent physical object operating repeatedly in a confined, heavily watched coastal area. If such an object had remained present during 230 hours of naval activity, the absence of a recorded detection becomes harder to dismiss.
Accame pressed the wider UFO issue
The January reply did not end Accame’s interest. On 31 January 1979, two days after Ruffini’s answer, he submitted a further oral question, numbered 3-03590. This time he asked whether the Defence Ministry held information about UFOs and called for a deeper investigation, potentially in cooperation with other European countries. This second intervention shows how the Adriatic episode fed into a broader policy question. Accame was no longer asking only about the immediate coastal alarm; he was questioning whether the state possessed a body of information that deserved structured investigation.
The official record does not show that his proposed European inquiry was created. Italy instead developed a more limited administrative approach centred on collecting and checking sightings. The Italian Air Force now states that, following the national wave of reports in 1978, Andreotti designated it as the institution responsible for receiving, verifying and monitoring UFO reports. This later system should not be confused with a scientific programme established specifically to solve the Abruzzo incidents. It is better understood as part of the institutional legacy of the much wider 1978 Italian wave, of which the central Adriatic alarm was one prominent element.
What the documents omit
The parliamentary exchange is unusually concrete about naval effort but sparse about evidence. It does not include the underlying operational material that would allow an independent review.
Missing from the published exchange are:
- ships’ logs and exact patrol routes;
- dates and times for the individual missions;
- weather, visibility and sea conditions;
- radar, radio or sonar records;
- names or statements from naval witnesses;
- a chronology of civilian reports;
- the criteria used to decide that nothing unusual had occurred;
- any final technical report comparing sightings with aircraft, astronomical objects or maritime activity.
These omissions do not imply that such records never existed. Operational documentation may have been retained elsewhere, lost, destroyed under normal schedules or never made publicly accessible. The important point is that the parliamentary answer summarises the outcome without exposing the underlying observations.
The lack of detail also prevents a clean comparison between the official patrol area and the better-known Abruzzo reports. San Benedetto del Tronto and Pedaso are in the Marche, while many later accounts place key incidents farther south near the Teramo and Pescara coasts. The response may describe surveillance of one sector within a broader wave rather than a comprehensive examination of every location named in contemporary reporting.
The strongest balanced verdict
Parliament’s record gives Abruzzo’s 1978 UFO episode a firmer documentary foundation than many regional sighting stories possess. It confirms that the alarm crossed from newspapers and fishing communities into national politics, and that the Navy devoted considerable time to investigating conditions at sea.
It also places a clear limit on the case. The only stated result of the naval surveillance was that nothing unusual was detected. The documents therefore strengthen the history of the response while weakening exaggerated interpretations of the event. They show that officials took the reports seriously as a potential maritime, aviation or public-order concern. They do not show that officials verified an extraordinary craft.
Within Abruzzo’s UFO history, that is precisely why the parliamentary exchange matters. It is the point where a memorable coastal flap becomes an official record—but also where the surviving record draws a firm line between a genuine investigation and an unproven explanation.
