Submitting a report through the Carabinieri

Italy gave the Air Force responsibility for collecting, checking and monitoring UFO reports after the national sighting wave of 1978. It asks for the precise date and local time, weather, the observer’s location, whether the object was seen through glass or optical equipment, its apparent starting and finishing positions, elevation above the horizon, direction, speed, duration, sound, brightness, colour and shape. Several questions are especially important in Lombardy. A light seen near Milan’s busy airspace, for example, is much easier to test when the report contains an exact time, viewing direction and duration. The same applies in Alpine areas, where mountains can obscure or reveal aircraft, planets and astronomical objects as the observer moves. A vague statement that “three lights crossed the sky one evening” offers investigators far fewer opportunities for comparison.

The form also tells witnesses to record only details they remember with certainty. That is a useful safeguard because estimates of height, distance and speed are extremely unreliable when a light has no visible background or known size. Checks against aviation and natural causes

The Air Force says its investigation looks for correlations with human events or natural phenomena and may involve other relevant authorities. Its public annual records show that aviation and atmospheric sounding activity are recurring parts of that screening. The likely comparison categories include:

  • scheduled, military or other recorded flight activity;
  • weather balloons and radiosondes, which carry instruments through the atmosphere;
  • satellites and satellite formations;
  • astronomical or meteorological phenomena;
  • locally produced lights, airborne objects or other human activity.

The published material does not disclose a complete operational checklist, every database consulted or the precise standard of proof used for each category. Claims that every Lombardy report automatically receives an exhaustive radar reconstruction, on-site inquiry or laboratory analysis therefore go beyond what the public documentation establishes. The depth of a review is necessarily limited by the quality of the report, available records and any supporting sensor data.

Two recent Lombardy entries show how the published conclusions are worded. A spherical object reported at Cremosano in Cremona province on 5 January 2019 was catalogued as unidentified after Air Force checks found no association with flight or radiosonde activity. That limitation is crucial. “No corresponding recorded flight” is not equivalent to “no ordinary object could have been present”. A private drone, distant aircraft viewed at an unexpected angle, balloon, lantern, reflection or astronomical object may remain unrecognised when the observation is brief or poorly documented. Conversely, an exact time, unedited imagery, several separated witnesses and independent radar information would make a report much more testable.

The official records can also move towards a likely explanation rather than a simple unresolved classification. A 2025 entry noted that the observed event might correlate with a visible formation of Starlink satellites at the reported place and time. What the public record preserves

After investigations are completed, the Air Force publishes sighting summaries organised by year, with historical collections extending back to the 1970s. This format gives Lombardy researchers something more dependable than a collection of retold anecdotes: evidence that a report entered an official channel, along with a condensed version of what was claimed and how it was classified. The archive is useful but not a complete case file. Public tables generally do not reproduce the full witness interview, original photographs, internal correspondence, radar plots or every alternative considered. They also contain descriptions based partly on the witness’s perceptions: a listed altitude or speed may be an estimate rather than a measurement.

There is another selection effect. The archive represents reports that reached the official system and were processed, not everything seen over Lombardy. Many people contact local newspapers, civilian UFO groups or social media instead of the Carabinieri; others report nothing at all. Apparent clusters in the official data can therefore reflect publicity, awareness of the form or reporting behaviour as well as genuine changes in aerial activity.

Why some cases remain officially unidentified

A case usually remains unidentified because the evidence does not allow a secure match, not because investigators have established that every normal explanation is impossible. The most common obstacle is missing information. A witness may report the wrong time, have no fixed landmark for estimating direction, provide a compressed video without metadata or wait so long that relevant flight and weather details become harder to reconstruct.

Single-light observations are especially difficult. Without a reliable distance, apparent motion can be misleading: a stationary bright object may seem to move when clouds drift past or when the observer moves, while a distant aircraft flying towards the witness can appear almost motionless. A phone camera can introduce focus pulsing, digital zoom artefacts and exaggerated colour changes. None of those possibilities proves that a particular report was mistaken, but they explain why “unidentified” often describes insufficient information rather than exceptional performance.

Even some official entries are extremely brief. Historical files may state that an event was catalogued as a UFO after examination of archived data, while offering little detail about what was checked. A useful way to read Lombardy’s classifications is therefore to separate three levels:

What the process means for Lombardy’s UFO history

Italy’s procedure gives Lombardy reports an official route from local testimony to national aviation review. Its strongest feature is the attempt to standardise what witnesses record and compare the account against known activity. It also creates a public chronological archive that can connect regional sightings with particular places and years.

Its limits are just as significant. The public summaries reveal more about the outcome than the full reasoning, and many cases depend almost entirely on human recollection. An unexplained entry from Lombardy should therefore be understood as an identification problem left open after available checks—not as official confirmation of a mysterious craft.

For anyone assessing the region’s better-known incidents, this distinction separates historical or sensational claims from the quieter administrative record. The latter proves that Lombardy residents have repeatedly reported things they could not identify and that the Italian state has a mechanism for screening those reports. Whether any individual event represents something genuinely anomalous depends on the evidence preserved in that case, not on the presence of the letters “UFO” in the final table.
